Please explain the 10 payment submission (oops you've reached your limit) - not sure on what and how it applies to my account. Also I have been clearing caches and it does not alleviate the captcha? Not sure what I need to do.

The Payment Submission is a limit that allows you to receive up to 10 payment submissions in your forms in total.
