I would like to have a button that allows the person submitting the form to attach a file (PDF or Word doc) and then that file is emailed to me when they click the SUBMIT button

The file will be emailed to you if you setup the Email Notification, it will not arrived attached on the email body, nevertheless you will receive a link to the file which is stored on your JotForm account.
First if you dont have an Email Notification created, I would suggest to set it up:
Click on Email Alerts and select Add New Email.
Add a new Notification Email
This should already be auto generated, so you may not need to do this part. But in case you want to add an download link to to your email, look for the field listed on the right most part of the wizard, by clicking on it it will place the link field anywhere you have the typing cursor located on the email editor.
Then click on Finish.
