Although "drop down different email" is rather vague, I think you wish end users of your form to be able to have it submitted to the department selected in one of its dropdowns. If my assumption is correct, please have a look at my colleague Welvin's reply here. If you go to the page which contains the form to which Welvin's solution has been applied, you'll see that the dropdown is labelled "Department". (Notice that for the sake of privacy there's no need to insert any email addresses in the dropdown.)
