Can I insert a url into a form that user can select before submitting?

Hi.

I want to insert a link into a registration form that allows the user to go to that page before they submit the form. We are asking users to agree to a policy that we have put up on Google Docs by signing the form before they submit. Instead of embedding the document into the form, we want to give the user a url that they can click on to review the policy.
