PDF in email different to PDF download

Hi I have an input table to question 8 on my form. When the form is completed, the PDF file is emailed to me. If there is no answer to question 8, it does not appear in the emailed PDF file but does appear in the PDF File submission in the PDF Editor. When I email a link to the submission in PDF Editor, the link does not contain question 8 when the fields are blank. I've checked that the HIDE EMPTY FIELDS is set to off in the email settings. I want to see question 8 irrespective of whether the fields are empty or not.

A similar option is in the PDF Editor as well. Currently, it is enabled this is why the question is not included. Kindly check the short video below.
