Allow user to navigate through form pages even with required fields left unfilled

is there a way to allow people the freedom to move through the survey/form - skipping required sections - while still forcing the required sections to be completed before submission. For example, allow them to complete everything that they can in one sitting come back later and hit any required fields that they missed. As I have tried the form, it appears that I cannot move on to the next item until I have completed a required field.

You can add a FORM TABS widget to the form. In that way, you can allow users to navigate through the pages of your form even when there's a required field from the previous page/s.
