Time Zone of dates for created_at

Hello JotForm Team,

I'm currently working with the JotForm API and would like some confirmations about the datetime strings. (I'm working with the `/form/{id}/submissions' endpoint, but my questions are more general).

The string in the created_at field does not have any timezone or offset information. I believe it's in the "America/New_York" timezone. Is that correct?

As for the 'filter' parameter: I just want to make sure that when filtering by 'created_time' it also expects the timezone of the dates to be "America/New_York".
