Submit Button Not Appearing When Using Section Collapse

Why does the submit button not appear when I use the Section Collapse page element? It would make more sense for the submit button the show up at the bottom of the form whether or not section collapses are used.

Looks funky when I have to put all my sections under the submit button.

Any ideas? Thanks!

You can add another section collapse for submit button only and set the section collapse hidden, but the tab is open.
