Disable submit button until PDF has been previewed

I would like users to not be able to submit a form until it has been previewed. Is there a way to do this? The conditional logic I see only allows the preview button to appear with the submit button.

Unfortunately, this is currently not possible.

We would like our internal users to be required to review the PDF for accuracy before clicking submit/save. We already are using the widget to preview, but some of our users are skipping the preview button and just submitting/saving.

The only way to force users to read the whole thing is through using the Short Scrollable Terms widget, make it required, and enable the option below.
