Hi there,
Is your form 211937173058155 the form in question? I made a clone of your form and noticed that you have the following condition set:
I would disable this condition and set the Products field to Required:
This way, they still cannot submit the form if the products field isn't filled.
Could you please try this and then let us know if the issue persists?

Hey!
Already did that. I think the problem is that it only let them submit the form if they checkout with paypal.
I want the paypal option but also to let them submit without paying anything.
Is that an option?

Yes, you can do that too.
You can use the Enable/Require condition to require the payment field only when the option is chosen as PayPal: https://www.jotform.com/help/371-how-to-enable-disable-fields-using-conditional-logic
In this way, the payment field will only be marked as required when the PayPal option is chosen. (You need not mark the payment field as required from the field properties in that case).
OR you can show the payment field only when the option PayPal is selected: https://www.jotform.com/help/316-how-to-show-or-hide-fields-base-on-users-answer
In both cases, the Submit button will remain visible on the form.
Do try and let us know.
