I volunteer for the organization, would EIN number do?

If you're in the US, form 990 is required or any document that proves your organization's Non-Profit status such as 501(c)* Tax certificate/document.

Or you may include any domains/websites your organization owns when you apply.

Just to confirm, I can just fill out the form with the website link, CatRescues.org without the form 990? I'm just a volunteer and we need an online form for our foster parents to submit pictures/ information of their foster cats.

You can, however, the application is still subject for review. The reviewers might ask for further documents/proofs when necessary. You can also explain there the reason why form 990 cannot be provided.

I cannot provide assurance for approval, though. The more documents you can present (if there's no form 990), the higher chances there are for your application to be approved.
