Conditions not working properly.

Hi!

On my Business Corporation form I have a condition set up that when "Other" is chosen under "state within your registering" nothing shows up except a note. Everything is correct until I toggle to another state say, New York and then toggle back to "other". "Billing Address" shows up underneath after I have toggled back to "other". I have it set to "hide" in the conditions. Not sure what's going on. I have other things hidden as well but only billing address keeps showing up.
