Hi there,
Thank you for reaching out to JotForm Support! There are a number of different ways to accomplish what you are describing, but I believe the most forward would be to add a coupon to your form.
You can first add a coupon to your form and dictate the discount rate as well as the coupon code using the process found on the User Guide below- https://www.jotform.com/help/233-how-to-add-coupon-code-to-payment-forms
Next, you can create paragraph field that contains some text letting the user know about this discount code, for example: "Congratulations, you have qualified for our Group Rate! Please enter the following coupon code to take advantage of this discount: COUPON CODE"
Once this field has been created, it should be hidden using the process below- https://www.jotform.com/help/434-how-to-hide-form-fields
Lastly, you can set up a condition that will tell this field to be shown conditionally only when the number of registrants indicated is 10 or greater- https://www.jotform.com/help/316-how-to-show-or-hide-fields-base-on-users-answer
If you encounter any issues while setting this up, please provide us with your Form URL, and we will be happy to assist you further.
Have a great day!
