I haven't heard of Windows 9 yet so I guess you mean Internet Explorer 9? If yes, then the answer is no. We do not have an issue with latest versions of Internet Explorer. They're probably accessing your website in compatibility mode. Ask them to check and adjust to fix it.
Inform us here if just in case I'm wrong with what you mean by Windows 9.
