I have a form with an uploader so that only certain people on my website can upload files to me. I would love to make the uploaded files post automatically to a webpage when the user submits the file for the rest of the certain people to be able to view/download. Is this possible at all and if so, can you tell me how?

There are two solutions for your desired outcome.
The hard way:
Create a php page with a script that parses the file URLs from the form submission data. The data can be sent to the custom php page by use of WebHooks.

The easy way:
Create a grid listing or html table report for your form, selecting only the file upload field to appear. The files along with their respective download links will be displayed on the report, and you can have this report embedded onto your website.
