I was wondering how the following line sneaks into all my email notifications:
<html><body bgcolor="#f7f9fc" class="Created on Form Builder">
This is not anything I believe I've specified. Nor do I believe this can be edited as per this tread: http://www.jotform.com/answers/266596-Can-I-get-the-colored-background-emailed-to-me-when-I-get-a-notice
I really need bgcolor to be #FFFFFF (white).

As you already stated, it is not possible to insert the HTML elements in the source of the Notification <html><body bgcolor="#f7f9fc" class="Created on Form Builder">
I mean you can insert it, but it will not be saved.
Now, as you can see in the thread you rrefer to I provide to workarounds, I think the first one will not work for you as it will not affect the whole email body.
So, you may try the second workaround, you can edit the layout of the notification by copy/pasting the notification content in a text editor you are familiar with like MS Word another other text editor you prefer, then simply copy/paste the content to the Compose Email wizard and it will save the changes.
