I have an <a href> URL link in my form. When I click on the link in IE 8 (or right-click and select "Open in new tab") IE hangs. If I manually cut and paste the link into a new tab it displays fine.
Are you able to advise?

Can you please try to open the links in this form:
Perhaps its IE pop up configuration that is blocking opening a link in a new page.
Please let us know if you managed to open both links just by clicking them.

I can’t get either link to work on your form using my IE.

Base on my findings, I found out that Hyperlink target (open in a new tab) is not working in IE browser. However, there is workaround that you need to do forcing hyperlink to open in a new tab by changing Tabbed Browsing Settings.

Apologies for not trying your suggestion earlier, I have been working on other things.
I have tried changing the IE settings as you suggest however it has not made a difference (I did restart IE after make the setting changes). Clicking on a link from a jot form now opens a new tab but it never displays the page. The tab just says “Connecting...” forever.
On another note – the screen shots you sent are from an older version of IE, not IE 8, you need to click Tools ->Internet Options->Tabs Settings.

Yes the settings for Tabs in IE8 is under Tabs button. About the issue when the form is opened in new tab and only says "Connecting.." try clearing your browsers cache and see if that helps.
