I want to have a button(similar to the widget Scroll to Top) in the form so that it is always available to the user to click while the form is being scrolled since it is a big form.
My intention here is to provide the anchor links for the user to start filling up the forms.

Unfortunately, there is no such widget or even function that can do that on the form at this time.
An option you may want to check is the combination of Form Tabs and adding Submit button to each page of the form.

The Tabs form is a multi-page form that have navigation tab on top -- this allows opening any page of the form. If you add a Submit button on each page, the user can submit the form anywhere in the page of the form.
