I am wondering if I accidentally set up two accounts. I can access "my forms" through RRCA, but 3 of my forms that I am receiving notification on via my email aren't there.

Upon checking, I found that you actually have two accounts. The form you have mentioned above (#40368723139154) is associated with a guest account. This guest account actually has all the 3 forms which you are missing. This type of accounts are created when you do not sign in to your account and start building your forms.
I have transferred the forms form your guest account to your account "RRCA".
