I think this may have been related to your other thread I have found here at first but I'm glad to see that you've taken the time to provide us with futher details about your issue. I can reset the SSL Count for you now if you wish but be advised that we can only do this ONCE, Is that something you wish to use now?
Did you embed the form somewhere or were you just handing out the original link?
Based on what I've read regarding your problem I believe that you may have been using the form's direct url link so in this casetype either you are using the wrong url link that is secured or someone you are handing the form link to has been changing it over to a secured domain when using it. So because of that it will use up your SSL Submissions. It is advised to embed the form this way it makes the form how you want so that it recieves the non-secured submissions without allowing someone to manually change it over to secure.
If I hand someone this a form link such as http://form.jotform.us/form/40424921353145 it is not secure so it would use standard submissions. However, they could easily manipulate the link by using https://secure.jotform.us/form/40424921353145 so this would convert it to SSL Submissions.

I've re-activated your account and reset your SSL secured submission for you. It should be working fine now. To avoid this from happening again, please make sure that your form is not on a secure mode cause we can only reset SSL secured submission once.
