Is there a way to allow a sub-user to delete all the submissions from a form? When we try to delete the forms we can a "Youd do not have access to this form. Oberations aborted" message. The user in question has access to edit and view submissions.

There is no way to let a sub-user delete all the submission at once. Since you are not the original owner of the form you cannot do such action, just the original owner can. However, you can still delete the submissions, one at a time.

Hmm, not sure about letting a sub user delete submissions...
I've created a few sub user accounts for my collegaues (they organize some events), so they can view the submissions. They're not allowed to change forms, which I can set in their sub user accounts. But I don't want them to delete submissions too. How can I achieve that?

If you're just sharing form submissions to them, you can just instead use the form reports functionality
Form reports can allow anyone to view submissions without 'write' access (for deleting).
Reports can also be password-protected if need be.
