I set up a form to notify an email address but when I tested it it said it was being sent to the default. Why?

NOTE: For now I just reset the account email. But the notification email address is not receiving notices so wanted to see if there is a way to fix this.

That's because the Test Email button works that way. It is set to send only to the account email address. To test the notification recipients, you have to make an actual submissions with your form, just fill it then submit.
