I have created an application for members to fill out. I would like to like to upload a document with information that they can download when they fill out the application.
Yes it is possible.
First you need to host your file online, like in dropbox for example. Then you can go to the conditions wizard and choose "change thank you message after submission":
Then edit the text (1), add the link (2) e (3) and click insert:
Now when your users submit the form they will be redirected to this thank you message with the download link.

would you like to allow your users to automatically download a file after they hit a submit button? If, so let me inform you that's not possible with the current version of Jotform, you could add that function to the form by getting the source code of the form and applying some additional codding .
If you dont mind you could make this by using some workaround :
You could use Thank you page
placing a download link on the Thank you page that shows after
or by redirecting the customers directly to the download file by using Custom URL option

this could serve you if you can`t program and customize the Thank you page to suit your needs .
