Is there any way to create a custom submission ID, or a sequencial number generator per form submitted?

you could do that
It is explained in this article from Jotform HELP
You could find it on your Jotform main screen here
in widgets just type unique and it would show up !
You can also customize this custom ID number. As it is shown on the first picture pointing by red arrow up.
Normally, it will work its way up from the default value, but if you need to customize this id, Jotform added three properties for this tool to make it easier for you. It goes like Index Prefix and Number for example
#ID3213 or CID-1234
This is how the ID looks on the form
It `s hidden by default
1 - Its the Unique ID field
2 - The properties Icon just for this ID
