I have a simple form that's used by call operators 'logging calls' using a JotForm. Please see link below:
When the form is submitted, it just re-loads the page with the form. Is there anyway the 'Who are you?' could be remembered from the initial submission when the page loads again?

Actually you can easily achieve your requirement by taking advantage of a combination of pre-populating fields feature and custom thank you URL. The following guide should help you:

What i am doing is that I am pre-populating the "Who are you?" dropdown with the form submission data and redirecting to the same form.

I'm trying to clone your form (http://form.jotformpro.com/form/40613783502955) so I can take a closer look like you suggested but its saying I do not have permission?
