i.e. after someone submits the form (feedback from an educational meeting) they then get a certificate which includes their name, as an automated process

You can use a custom Autoresponder E-mail template.
Refer to this guide -Creating-a-Form-Autoresponder
Basically, you will customize the auto response e-mail body to match your certificate requirements.
Every time the form is submitted, the e-mail/certificate will be sent to the form responder, which they can now use as certificate copy, and even print for hard copy.
