Instead of just a checkbox or radio button we need the person to be able show which options they view to be the most important and least. Possibly by putting a 1 for most important and 2 for least.

If you do not want to use a checkbox question, you can achieve your requirement by adding a matrix field in your form. You can add two columns in your matrix field where your user can select options from both the columns for "Most Important" and "Least Important" options. Please check the screenshot below:

In this form, I have added two different ways to achieve your requirement. One where user can select which is most and least important, the other option to grade by selecting 1 for important and two for least.

This is what we are after; however, is there a way that you can only select one from each column?

The minimum selection only applies to checkbox if you want this using the matrix field you need to modify the form source.
