Our forms go to specific people depending on the contents, and we're all getting the appropriate submissions, but we're getting them each twice. I took a look at the settings, and nothing seems to be amiss.Page URL:

You have the same email action for more than 1 conditions, that's why you're getting multiple emails.
Take this for example:
If you are conditionally sending the same notification to the same email address, consolidate them instead into a single condition, such as this:
Apply the same principle to all the conditions and your problem should be resolved.
