It should not be neccesary to clear your browser's cache everytime you access your form's submissions (presumably from your submissions page).
I have tested the form http://www.jotformpro.com/form/40043319196956, which currently contains 9 submissions. But I was not able to replicate the problem. Still we need to find out what is causing this on your end.
Have you tried to access your account from a different workstation?
