Form Views vs. Viewing Submissions

I have the Silver Plan. I want to give someone who has a free plan access to the submissions of 5-forms. Dose accessing/downloading submissions count as a form view?

No, form view is counted only if the full form is opened while you are not logged into your Jotform account. To share the submissions, you need to share a related Table, so this won't use any of your limits.
