The progress bar widget was added but does not work.
When you are on the final question, the progree bar is not even half way.
How can I fix this and if this is a bug, I can't see the widget it the form to remove it?

Upon checking your form, I was not able to replicate the issue you are having. I did input in every field of your form and the progress bar seems to work as expected. Please check the screenshot below:
You have several non-required fields in your form which need to be filled. Did you input all the form fields in your form? Do input in all fields and get back to us if the issue persists.

When only the mandatory fields are entered, when you get to the end of the form, the progress bar looks as though it's incomplete.
Is there a way around this?
Although that's a reasonable expectation, there's currently no setting in that widget to make it work like that. However, I'll submit a ticket requesting that functionality. In the meantime, the widget can be removed by going into the form preferences and disabling the Show Progress Bar on Form option:
