Adding Approval Workflow to an existing form submission dataset

Can you add an approval workflow to a jotform that already has submissions so you can retrospectively send through an approval process?

To trigger the approval flow, you would need to submit the form.

For already made submissions, you would need to edit the submission and re-submit the form.
