If we've reached our submission quota for the month and we cannot upgrade our product for a few days... Will we loose any data submited during that time? Will the person submitting the form be notified that their e mail did not go through? How can we recoop that information?

All your form submissions data won't be affected. It should stay where they are. If your account is over quota, your forms will be temporarily disabled, and no one would be able to see it or an error message that the form is disabled will be displayed. Thus, no one would be able to submit to the form.
We will notify users if 90% of the submissions limit is already consumed so I would advise to upgrade your account, if you have a plan of doing that, after you receive the email notice. This way, you'll be able to continue using the service.
