We currently have the bronze plan and it looks like we can have 3 subaccounts? We are wondering how many are allowed with the silver and gold plans.

Unfortunately, this option has been disabled for all plans. If you decide to change your current plan, you will lose this option.

Thanks for answering. So if we change plans we can only have 1 user?
can we have completed forms sent to different emails?

Please accept my apology for the confusion. I did check your account and found that sub-user feature is grandfathered in your account. If you upgrade your account to higher plan, sub-user feature will still be available in your account and you will be able to add more sub-users. Here are the limits:
Bronze: 3 sub-users
Silver: 10 sub-users
Gold: 100 sub-users
If you upgrade your account to silver plan, you will be able to add 7 more sub-users.

Yes, you can edit your form's email alert and change the "Recipient email" to the desired email address to which you want to send submission emails.
