Would be nice to say that if you test the form from "My Forms" and pick the option "More", "View Form", the secure SSL submissions start counting, and after a few attempts (as a test) the account reaches it's quota and is disabled.

Please be noted that submissions are counted only when there is a valid submissions. If you submit your form successfully it is counted as a valid submission.
Upon checking your account, I found that you have received 21 submissions this month and out of which you have 11 SSL submissions. Only 10 SSL submissions are allowed in Free account and that is the reason why your forms are disabled.
I have manually reset your SSL counter to zero and your account is now active. Please be informed that we can reset the counter only once per account. You should stop using the secure forms urls and secure embed scripts should be replaced by non secure embed scripts.
