The Quantity dropdown does not show 1 when the stock limit is 5

I made a order form with several products. I set stock limits for different items.

As I am getting close to running out of stock on certain items, the quantity allowed is getting a little weird.

For instance I have one item that has a remaining stock of 5. When the customer or myself goes to enter an order, the quantity available is 0,2,3,4,5.

Why is there no option to select quantity of 1?

is there a glitch or something I am missing?

Could you please disable the Enable Low Stock Alert on the form and see if this fixes it and 1 is populated in the dropdown?
