Please review this form and determine why the SUBMIT option does not display at the end of the form.
The logic has been tested for the collapse section on a single page form and the SUBMIT button displays properly. http://form.jotform.us/form/30594287789170
Is there a unique setting that is required for a multi-page form to allow the SUBMIT button to display when incorporating a collapse section?

Combination of form collapse and page break always creates confusion.
Upon checking your form, I found that adding a page break after your "Submit" button will actually solve the issue. You can then hide the next and back buttons. Please check the screenshot below:
