How can I send new Jotforms to selected respondents?

Hello, I would like to ask if Jotform has a function to mark respective respondents from an old form and mass send a newly created Jotform from All Forms to such selected members?

Do you mean to say that you want to collect the respondents from another form submission and use their information such as email and automatically send them a new form from within your Jotform account?

If, yes, sorry there is no such feature available.

But you can collect the email addresses of those respondents and manually send them the new form. Also bulk emails are not possible from within Jotform. You will need to use third-party apps such as MailChimp or even your personal email service provider such as Gmail.
