Can I restrict the form users to submit the form just once and also allow them to edit their submission entries?

    I host a best business competition in my city and I want to know if jotform can handle this type of form. 

    1) Users may only fill it out once. I know there is a security setting and only 1 IP address can fill it out. Are there other security measures I can take?

    2) Users can come back later and change their answers and so to speak lock and unlock them.

    Thanks for your interests of using Jotform for your event. Regarding to your inquiries:

    1. Besides the Unique Submission Limit "Strick Check", which will not allow multiple submissions from the same IP address, we also have a Unique Question function. It will prevent the form users from use the same value in the question used as Unique Question

    You can use the combination of both "Unique Submission => Strict Check" and "Unique Question". For Unique Submission you can use the Email or Full Name filed of your form.

    2. For this purpose you can use the Edit Link in an Autoresponder email that you need to create. That way your form users will receive a copy email of their submission that includes an autogenerated link that will allow them to update/change/edit their answers.

    Please not that while using the Edit Link to update their entries, your form users will not be affected by the Limitations I describe in the first point of this answer.
