No you do not have to upgrade for the multiple submissions to work.
You can add 3 email address (separated by comma and a space) in your "Recipient Email" address of your notification email alert. It should work as expected and send submission emails to multiple email addresses.
I did check your form's notification email alert I found that you have only 2 recipient email address mentioned there "email@example.com, firstname.lastname@example.org". Have you deleted the 3rd one already? Please let us know on which email you are not receiving the submission email and we will take a look if it is in our bounce list.
Another way to send submission email to multiple email address is to add one "Email Alert" for every email address. The following guide should help you: http://www.jotform.com/help/25-Setting-Up-Email-Notifications
Thank you for your quick response. I think you have slightly misunderstood my problem.
Have a look at the form named "Project Brief". There is a notification called "Auto Responder 1".
Have a look at the "Reply to and Recipient Settings"
You can see that it is pulling this data from the form input. I have tested this and when the form is completed with 2 email addresses (comma separated) it works. When there are 3 recipients it does not.

The autoresponders are outbound emails. Our servers do not allow more than 2 outbound emails per submission. This is to prevent spam.
So, rather than having the users to enter email adresses separate by comma, create 3 or more email fields and 3 autoresponders for each one. You can name them autoresponder 1, 2, 3, etc.
