Can I test additional email address or only the primary account?

That is correct. Using the TEST E-MAIL button in the Notification E-mail will always only send the test messge to your account e-mail.
To be able to recieved actual form notification on the assigned Recipient E-mail address of the form, you have to submit the form in actual.

Thanks. That's what i figured, so that's what I did.
