    Is there a way to completely remove the payment options? We are collecting payment via personal check or cash upon delivery.

    Yes, it is possible to achieve your requirement by adding "Product List" field in form. If you add the product list and then do not add any payment integration, it will work as a purchase order payment. It will give you all features of payment tool without any need of online payment. Please check the screenshot below:
