I reported an issue with forms bringing up an "Over Quota" message. I was on the Premium plan. Things where kind of urgent so I upgraded to Professional and the problem was fixed.
However when I look at my usage I am only on 304 submissions and 57MB upload space.
Is this usage technically still within the Premium plan?

As of this writing, your account is already on Professional status. Looking at your billing history, it appears that your Premium subscription cycle ended, and failed to renew because the card used was declined. That is the reason why your account showed the "Over Quota" message, because it is over the 100 submission limit, since it has automatically downgraded from Premium to Free.
Your forms were re-enabled when you upgraded to Professional, but the submission count was carried over. Your submission limit shall refresh on the first day of the following month.
