How do I use a tax preparation questionnaire as an app to send to clients?

As a paid tax preparer, I must conform with IRS and FTC rules and regulations concerning sending and receiving taxpayer data securely. Can a form submission be sent directly to my secure portal instead of yours, or is yours secure according to IRS and FTC standards?
