If I want to upgrade to the premium package for $9.95 periodcially does it have to be for the specific month or is it for 30 days from when I pay online.
Also is the preimum only charged for that month or is the onus on me to cancel for the following month if I don't need it.

Let me please inform you, that subscription is based on the date of the payment. Your are right, it is about 30 calendar days from the upgrade. For example, if you upgrade on Apr 25th, 2014, the next billing date will be May 25th, 2014.
Note, we reset the account limits on the first day of each month.
Please note that subscription can be canceled at any time, so that it should not be a problem to have the paid account for 7 out of the 12 months.

Next month. For example if the next billing date is May 25 how many days in advance do I have to cancel it for the next payment not to be processed. How many Ssl applications does $9.95 allow me and is that on top of 10 free ones?

This is correct also.
Take note that the cancellation will always take effect on the expiration date.
If your Monthly subscription is at this range Mar 25 - Apr 25,
cancelleing it on Mar 26th will take effect on Apr 25
or if cancelling it on Apr 24, it will still take effect on Apr 25
The alloted SSL submissions for the Premium ($9.95) subscription type is up to 1.000 -- take note that this is consolidated submission count.
Meaning, the overal submissions allowed is 1.000 (can be consist of 10 regular submission + 990 SSL submission) -- always 1.000 submission cap
