Hi,
I wish to keep my set of documents in a File Folder ( Shared via cloud/ Google drive)
and allow my users to download / Review this docs from Download area in form or app
can you please assist me to complete this feature?

Let me just confirm if I understood your concern, you would like to connect your form to google drive (which is possible) and then display a shared folder on the form where your users can access the documents within that folder, is that right?

Yes Madam,
You are right.
I want have Windows explorer like view in form, where user can have download feature. And admin can add/ remove through Google Drive folder.

You can do it by adding the iFrame widget to your form. It will allow you to load any URL in your form.

In order to allow only the admin to access the widget, you can add the Get Page URL widget in your form.

Then create the following condition.
Then add "admin" in the URL as shown below to trigger the condition.

URL is working fine in google chrome Browser... but in iframe it gives error

403 error usually means that you are trying to access a page that you do not have permission to.
Just to clarify, are you logged in to your Gmail account when you tried to access the link?
If not, please log in to your Gmail account then try to access your App once again.
