Instructions to create a new form FROM a website.

I did this a week ago without issue and now things seem different. I don't see a way to input a url and then modify that to be my form. Please help me know how to create a new form from a website url link (of another jotform that I want to customize)

Do you mean cloning someone else form? You can follow this screencast for the steps:

Note that you may not be able to clone a form if the form owner did not allow cloning.
