Yes it is possible to achieve your requirement. Actually you can achieve both of your requirement where PDF can be downloaded after the form is submitted and also you can send the PDF download link in submission email as well.

PDF Download URL in submission email: You need to just include the PDF LINK {pdf-link} in the email template of your notification email. Please check the screenshot below:

Show PDF Download URL after the form is submitted:  You need to include the PDF Link {pdf-link} in your thank you message. Here are the steps to achieve your requirement:

1. Load your form in editor.

2. Click on "Thank you" from the toolbar.

3. Select the "Thank you Message"  and then click on "Next". Please check teh screenshot below:

4. Click on the "PDF Link" from the right and add it in the message. Please check the screenshot below:
