Is there a download limit? Because now when I download the excel file and use an online excel viewer it is obviously not showing all the submissions. I deleted the old one off the computer so I know I'm not clicking the wrong one to view.

No, there is no limit.
The Excel dowload should contain all of the submissions data if you dowload them fully. It can be partial only if you use the method described on this guide
Using your State Stamp form http://www.jotform.us/form/41144008671144 I downloaded to Excel the submissions (currently 31 rows in total) -- and when I check the Excel file, I was able to see all the complete data
You can also use the excel file I downloaded from your form so that you can check.
It will also help if you can tell us which online Excel viewer you used -- perhaps the 3rd party viewer is just not compatible to the Excel format.
I usually used Google spreadsheet and import the Excel file, the current excel version works most of the time.

It was working fine at first but later when I saw there were more submissions and I tried it, it definitely did not have them all.
All I did was click the download for excel, which saved it to my computer. Then from the website, I uploaded it to view.
I don't know what it does, but it's not doing what I want it to. I figured it would make it easier for me to total because I can sort them into alphabetical order and then count, but it's not showing all the states that were chosen.
Your link appears the same as my download when using that website.
For example, I know that W. Virginia was one that was chosen but it does not appear in the spreadsheet.
Apparently, it only shows the first state in the list of states people show? UGH! Was hoping to find a way to make it easier to count up the requests for each one.

Sorry for the delayed response.
I tested the Excel online viewer you mentioned, and I found that it definitely is not showing all the actual Excel data of the form submissions.
But using Google spreadsheet, I was able to view/access the Excel data es exactly similar to the form's submission data when viewed in My Forms Submissions page in JotForm.

May I suggest you also try other Excel spreadsheet viewer/editor? Try google spreadsheet if you do not have option for MS Excel.
Unfortunately, I am not able to submit a bug ticket to our higher team support yet about this, since I am not yet able to established the existence of the problem.

I will have to poke around google. I have a gmail account but didn't know how to find my way to the other services. I just poked around and found it. :)
I have MS excel starter but when I tried it just now (I don't know why I couldn't work it before. Must've had a brain malfunction. LOL) but the data is all on one line with no spaces. So the google one is better.Now if I can figure out how to give each state in a single submission it's own row so I can just click AZ sort to make it easier to tally them up!
