Yes it is possible.
For that please add the <hr> tag next to the radio-button option, like seen in the picture:

It looks like you are right. The conditional gets broken upon inserting that tag. I've tried to find a Custom CSS codes
I've come up with this one: .form-radio-item{text-decoration:underline}
But it won't set a continuos line as you intend to do. Probably just using the Matrix field with radio buttons, can make the trick for you.
Just find Matrix, under Survey tools, then click on Input Type and change it to Radio button
